South Korea prepares for unification costs
Topic: bbc news, biodun iginla, south k Tuesday, October 19, 2010Published: Oct. 19, 2010 at 10:25 AM SEOUL, Oct. 19 -- A plan to handle the cost of reunifying North and South Korea will be completed by mid-2011, South Korea's unification minister said Tuesday. Hyun In-taek told civilian advisers his government will create a blueprint for financing reunification and present it to parliament in June, South Korea's Yonhap news agency reported. Experts have said the cost of merging North and South Korea will amount to trillions of dollars. Last August the state-run Korea Development Institute estimated that South Korea will need $2.4 trillion over three decades in the event of a regime collapse in the North. Pyongyang has denounced any cost projection that assumes it will implode. Experts say the risk of a collapse heightened in 2008 when North Korean leader Kim Jong il reportedly suffered a stroke. North and South Korea have been divided by a heavily armed border since 1953 when the Korean War ended in a truce.

Merkel says German multicultural society has failed

In a speech in Potsdam, she said the so-called "multikulti" concept - where people would "live side-by-side" happily - did not work. Mrs Merkel's comments come amid recent outpourings of strong anti-immigrant feeling from mainstream politicians. A recent survey showed that more than 30% of Germans believed Germany was "overrun by foreigners". The study - by the Friedrich Ebert Foundation think-tank - also showed that roughly the same number thought that some 16 million of Germany's immigrants or people with foreign origins had come to the country for the social benefits. Foreign workersMrs Merkel told a gathering of younger members of her conservative Christian Democratic Union (CDU) party on Saturday that at "the beginning of the 60s our country called the foreign workers to come to Germany and now they live in our country... We kidded ourselves a while, we said: 'They won't stay, sometime they will be gone', but this isn't reality. "And of course, the approach [to build] a multicultural [society] and to live side-by-side and to enjoy each other... has failed, utterly failed." In her speech, the chancellor specifically referred to recent comments by German President Christian Wulff who said that Islam was "part of Germany" like Christianity and Judaism. While acknowledging that this was the case, Mrs Merkel stressed that immigrants living in Germany needed to do more to integrate, including learning to speak German. "Anyone who does not immediately speak German", she said, "is not welcome". By speaking now, Mrs Merkel has now joined the increasingly hot debate on multiculturalism, coming down on the side of those who are uneasy about immigration, says the BBC's correspondent in Berlin, Stephen Evans. Her comments come a week after she held talks with Turkish Prime Minister Recep Tayyip Erdogan, in which the two leaders pledged to do more to improve the often poor integration record of Germany's estimated 2.5 million-strong Turkish community. Earlier this week, Horst Seehofer, the leader of the CDU's Bavarian sister party, CSU, said about integration that it was "obvious that immigrants from different cultures like Turkey and Arab countries, all in all, find it harder". "'Multikulti' is dead," Mr Seehofer said. In August, Thilo Sarrazin, a senior official at Germany's central bank, said that "no immigrant group other than Muslims is so strongly connected with claims on the welfare state and crime". Mr Sarrazin has since resigned. Such recent strong anti-immigrant feelings from mainstream politicians come amid an anger in Germany about high unemployment, even if the economy is growing faster than those of its rivals, our correspondent says. Palestinians weighing alternatives to peace talks
Topic: israeli-palestinian conflict, na RAMALLAH, West Bank – The Palestinians will study alternatives to peace talks with Israel in the coming days, a top PLO official said Saturday, after Israel gave the green light to build 238 new houses for Jews on war-won land Palestinians seek for their state. However, it's unlikely the Palestinians will take any dramatic steps before Nov. 2 midterm elections in the U.S., since Arab leaders have already promised the Obama administration more time — until a few days after the vote — to try to relaunch negotiations. Saturday's statements seemed intended mainly as a new warning that Washington's peace efforts are in trouble. The negotiations, launched by the U.S. in early September, quickly broke down over Israel's refusal to extend a limited curb on construction in West Bank settlements, deemed illegal by the international community. The Palestinians want to establish their state in the West Bank, Gaza and east Jerusalem — territories Israel captured in the 1967 Mideast War — and say there is no point negotiating as long as expanding settlements gobble up more of that land. Nearly half a million Israelis live in the West Bank and east Jerusalem. Israel's 10-month moratorium on new housing starts in the West Bank expired Sept. 26. Israel never formally declared building restrictions in east Jerusalem, though an informal freeze was believed to have been in effect for several months. However, Israel announced on Thursday plans to build 238 more homes for Jews in east Jerusalem, sought by the Palestinians as a future capital. The Palestinians sharply criticized the move. Both the U.S. and Russia said in separate statements that they were disappointed by Israel's announcement and that the new construction plans run counter to efforts to rescue the negotiations. On Saturday, Palestinian President Mahmoud Abbas met with leaders of the Palestine Liberation Organization and his Fatah movement at his headquarters in the West Bank. The Palestinians plan to study their options in coming days, said Yasser Abed Rabbo, the secretary general of the PLO. "These political options include going to the U.N. and to the Security Council," he said. Palestinian officials have said in the past they might ask the Security Council to recognize a Palestinian state in the West Bank, Gaza and east Jerusalem, in case negotiations with Israel break down. The U.S. could quickly derail such a move with a veto, and it appears unlikely the Palestinians would proceed down that path without U.S. backing. For now, Washington opposes unilateral steps. Mohammed Ishtayeh, a senior Fatah official, said the Palestinians will have prepared options by the time they consult with the Arab League in three weeks. "We and the Arabs will choose which of these options can be implemented," he said. "It's not just a matter of going here or there, without having an outcome on the ground, because some of these options need American consent or facilitation." Abed Rabbo, meanwhile, rejected Netanyahu's recent proposal that the Palestinians recognize Israel as the Jewish national homeland, in exchange for Israel reimposing the curb on settlements. Abed Rabbo noted that the PLO and Israel formally recognized each other in 1993. "There is no need to reopen the issue (of recognition)," he said. In other developments Saturday, a German mediator involved in the past in trying to broker a prisoner swap between Israel and Hamas secretly visited Hamas-ruled Gaza, said Osama Mazeini, a senior official in the Islamic militant group. Hamas is trying to swap an Israeli soldier it captured in 2006 for hundreds of supporters held by Israel. Negotiations have been deadlocked for months, and the mediator's recent visit suggests efforts are being made to renew the talks. Israeli officials were not immediately available for comment. Lakhdar Brahimi, a former U.N. envoy and Algerian Foreign Minister, said he and a visiting delegation to Gaza discussed the matter with Hamas leaders. "They told us that there are some contacts but they did not give us any details on this subject," he said. ___

Paris airport fuel running short amid pension strikes

A ministry spokesman said officials were working to restore aviation fuel supplies. Economy Minister Christine Lagarde urged people "not to panic". Oil refineries and fuel depots have been hit by the latest strikes. Meanwhile unions are holding fresh mass protests over the pension plan. On Saturday thousands of students have joined a fifth day of demonstrations in less than six weeks. Unions have called for more than 200 marches nationwide. Police in Paris said 20,000 people were taking part in Saturday's protest when it started, shortly after 1500 local (1300 GMT), compared to 50,000 on 2 October, the last Saturday of protests. Trapil, the company that operates the fuel pipeline to the Paris airports, told French media on Friday that supplies had stopped and that Roissy-Charles de Gaulle could run out of fuel as early as next week. But he said the pipeline was now working intermittently, adding: "We are exploring possible solutions to supply the airport [at Roissy]. We are confident." All 12 oil refineries in France have been hit by the strikes. Ten have shut down or are in the process of closing. A number of fuel depots have been blockaded. Panic buyingOfficials have insisted that France has enough fuel to see out the industrial action. On Saturday Ms Lagarde said: "There is no reason to panic over this... I am sure that we will unblock the situation through intelligent social dialogue." However, some 10% of filling stations have run out of petrol and panic buying has broken out in some areas. Meanwhile more than 200 marches nationwide are due to take place on Saturday. The protesters are opposed to President Nicolas Sarkozy's plan to raise the minimum retirement age from 60 to 62, and from 65 to 67 for a full state pension. More than a million people took to the streets in the latest national protest on Tuesday, according to police. Trade unions organisers said 3.5m had taken part. The last weekend day of demonstrations was Saturday 2 October, when the numbers were about 900,000 according to police and 3m according to unions. A sixth day of nationwide strikes and protests is planned for Tuesday 19 October. Seventy percent of people polled this week think the sporadic strikes will build into a national protest movement like the one in 1995 and over half of those questioned said they would support it. More than 300 high schools have been affected by strikes and blockades - about one in 15 across the country - as students have joined the pension protests in the past week. The pension reforms have already been approved by the National Assembly, the lower house of the French parliament. Israel to Extradite Suspect in New York Killings

Ministry spokesman Sabine Haddad said Israeli immigration officials will accompany Eric Bellucci, who was arrested at Tel Aviv airport on Friday, on a flight back to New York early Sunday. "American authorities asked us to be with him — for security and because he is wanted in the states," she said. Bellucci's parents, Arthur, 61, and Marian, 56, were found dead Wednesday night in their Staten Island home. Haddad said Bellucci is currently being held at a lockup in Tel Aviv's Ben-Gurion International Airport, where he was picked up on Friday after trying to buy a plane ticket to Beijing. His confused manner alerted a flight clerk who notified security officials. Bellucci is not an Israeli citizen, and it was unclear why he had traveled to Israel. Israeli authorities said they had been searching for Bellucci for nearly 24 hours in coordination with the NYPD before his arrest. Footage broadcast on Israeli TV showed police hauling an unshaven, woozy Bellucci from the airport into a van. His eyes were shut and he did not resist. Liron Cohen, an airport check-in attendant, told Israel's Channel 10 on Friday that the man "appeared unstable, spoke to himself and wasn't sure what he wanted" when he was at her counter.
